Is the universe made of time?

No. The universe is made of matter, radiation and "dark energy". Matter is what we think of as normal substances, namely atoms and molecules. In addition, there exists matter which we cannot "see" directly, but inferred indirectly - known as "dark matter" (see explanation below). Radiation is basically photons as well as other elementary particles that do not have mass; and the nature of dark energy is not known yet (see explanation below).
Time is a measure of the change of events. It enables us to order events from the past, through the present and into the future. But the events themselves are not made of time.
